MINUTES OF MEETING
TOWN OFFICES –
The regularly scheduled weekly meeting of the Dunbarton
Board of Selectmen was held at the above time, date and place with Chairman
Charles (Chuck) Graybill presiding. It was noted that the meeting was called to
order at

The Selectmen reviewed correspondence and signed checks prior to the Public Meeting was called to order.
The Selectmen signed and approved the minutes of the
previous Selectmen’s Meeting of
GENERAL BUSINESS:
Janice VandeBogart, Town
Administrator:
Salt Shed
1. Janice VandeBogart, Town Administrator, presented a letter to be signed by the Chairman, Board of Selectmen, from the Trustee of Trust Funds to release funds in the amount of $50,090.93 for expenses incurred to date for the construction of the Salt Shed.
Charles (Chuck) Graybill signed on behalf of the Selectmen as Chairman.
Mason and Rich
1.
Janice VandeBogart, Town Administrator, presented a letter from Mason
and Rich, Auditors, for a contract proposal for auditing for Fiscal Year 2005
in the amount of $9,900.
MOTION:
Charles (Chuck) Graybill made a motion that the Town
of Dunbarton, Board of Selectmen, accept the contract proposal for fiscal
auditing services including the gateways 34 listing form in the amount of
$9,900 for fiscal year 2005 from the firm of Mason and Rich. Les Hammond seconded the motion. The motion passed unanimously.
Elderly Exemptions:
Charles (Chuck) Graybill stated he would like to thank Janice VandeBogart, Town Administrator, for providing us with copies of the exemptions for the elderly from other towns for comparison purposes. Stated he had the following personal comments:
1.
Stated that it is his firm belief that any proposed changes should be
made by the Board of Assessors and recommended to the Board of Selectmen.
2.
From reviewing all the data from all the other Towns, he was surprised
that our procedure as administered by the Board of Assessors, is in the top 20% as to what we provide to
our Towns people.
JEFF
CROSBY, ROAD AGENT:
Fuel Tanks Test:
1.
Both the Town Garage and the School will be required to have a test on
the fuel tanks. This is done through the
State. It has to be completed and
documented. There are visual issues and
they have to make sure the tank doesn’t leak, and they also check the alarm
system. They basically check the float
valves, test the alarms and vapor recovery, etc. This has to be done once a year, preferably
in the summer.
Jeff Crosby suggested both the Town and the School
should consider hiring a person to do this.
Probably the cost would be cheaper if we did both together.
Selectmen would prefer that this cost be handled
separately between the School and the Town.
Jeff Crosby, Road Agent, will check with the State
regarding possible qualified individuals to do the test and a cost estimate.
Library Steps:

Deb Trottier, Library Trustee, asked if the Library steps at the front
door could be shoveled for fire exit purposes.
Selectmen noted the Library steps should be shoveled
off for emergency purposes.

TREXLER, SCHOOL BOARD:
Renovations to the
Jeff Trexler stated he was bringing ideas to the Selectmen regarding major renovations to the school building. We started the renovations four years ago. Two years ago when they went to the Town, a lot of the voters said “Let’s do it all at once”. We will plan to go for a bond at the March 2006 School Meeting.
Backup Generator:
Jeff Trexler stated they were planning on purchasing a backup diesel generator for the School/Community Center. Stated they could possibly get a 30% grant through the School. Will plan to offer this as a separate Bond Article at Town Meeting. This would also be an opportunity for the Town to work together with the school. Would plan on putting it just off the fire lane in back of the building.
1. Have received an estimate from Milton Caterpillar of between $50,000 - $55,000. Stated he was in the process of preparing a proposal to send out to contractors. The generator would handle the entire building. Its purpose would be to continue to have school and the other benefit is the Community Shelter. It would be helpful if we could have a shelter to cook meals, showers, etc. in the event of an emergency.
2. The generator would be 150,000 kilowatt diesel fuel with a day tank on the unit. If it ran at 50%, it would use 393 gallons for 61 hours. 100% capacity would run for 33 hours.
3. Stated that the School would like to partner with the Town with regard to the Town providing the fuel and the maintenance for the generator. It will be run once a week to make sure it is in operating condition.
4. The generator will require an annual maintenance which will cost between $500-$600 to go through the entire unit and make sure everything is okay. Would like the Town to be responsible for this. The Town Highway Department employees are more used to working with diesel motors, etc.
5. Stated he has spoken with Fire Chief Jon Wiggin, and there is no grant funds available for a backup generator. Under the Homeland Security Program, grant monies might be possible to be used. Asked if the Town would be willing to commit some of the Homeland Security money. It is a Community Shelter so it is possible it might qualify.
Charles (Chuck) Graybill stated that Police Chief Nelson was well versed in grant monies and he would be requested to investigate the possibilities.
6. Once the RFP is out, we would expect to have the responses back by the second week in January. Will be ready for the Budget Hearing in February. Will do a separate Warrant Article.
Jeff Trexler, School Board, is
requesting that the Town be responsible for the following with regard to the
proposed generator:
a.
Town to provide the fuel (non-jelling).
b.
Town to provide the maintenance contract.
c.
Town to request the Police Chief to look into a
Grant through Homeland Security.
7. Jeff Trexler noted that if the grant money comes in, it will be reimbursed over a five year period.
8. Jeff Trexler stated he would like to be able to go back to the School Board and let them know whether or not the Selectmen are in support of the above three items.
The Selectmen reached a
consensus that they would be in agreement with the Town covering the three
items above (a., b., and c.)
JEFF CROSBY, ROAD AGENT:
Highway
Department Budget for 2006:
1. Jeff Crosby, Road Agent, submitted the Highway Department Budget for 2006.
2. Stated he did not include the estimate for the repair of the Town Shed roof because it will be included within the Town Building Repairs line item. In addition, the contractor who estimated stated the roof repairs do not need to be done next year.
3. Estimate for the painting of the Salt Shed will be also included in the Maintenance Fund.
PATRICK (WOODY) BOWNE:
Transfer
Station Department Budget for 2006:
1. Patrick (Woody) Bowne, Transfer Station, submitted the Transfer Station proposed budget for 2006.
2. Stated he was looking for approval to work with the Highway Department on snow plowing, etc.
Selectmen noted they want to
continue the same as last year. They are
concerned about overtime on weekends, etc.
Stated the old truck or the new truck is not designed for taking care of
the larger amounts of snow. Hand
shoveling is part of the job structure.
There will be no change from last year.
Jeff Crosby noted that Allan
Sheldon plows the Transfer Station. He
would not have Allan plow on a Sunday to open up the Transfer Station because
there would be no activity, etc.
3. Reported that parts are still coming for the hydralic pump at the Transfer Station.
4. Picked up new pickup last week. Should be receiving a reimbursement check.
5. Mack Truck has been repainted.
OTHER BUSINESS:
Snow
Blower:
Mike Underwood has reported that the snow blower is being “played with” while it is parked outside the school building. No one will give him a key to put the snow blower under cover.
Charles (Chuck) Graybill will
check with the School to get a key or also the suggestion was made to build
some sort of shelter to house the snow blower.
Addition to December 1,
2005 Minutes:
Tim and Diane Terragni presented a letter to the Selectmen at the December 1, 2005 meeting for the record as follows:
“December 1, 2005
I, Timothy Terragni would like
to state for the public record that “Old Whipple Road” is a private way. Old Whipple Road is located between Lot
B4-6-1 and B4-6-3 at its entrance/exit onto Long Pond Road. This private highway was created in March
1872 at Town Meeting to accommodate Israel B. Whipple’s farm homestead
(C4-2-19).
On February 16, 1977, the
Dunbarton Planning Board approved Elba L. Merrill subdivision. The subdivision hinged on the approval of
access of some of its interior lots and the use of “Old Whipple Road:. The granting of this right was on June 23,
1977 and is in Warranty Deed pages B1377P628 and B1377P629 (Lot C4-1-19). This gave access for Lots B4-6-1 and C4-1-28
to access “Old Whipple Road”.
