MINUTES OF MEETING

7:00 p.m. Chuck called the meeting to order.
7:25 p.m. Jan Van de Bogart, re: paving re-bids
Brox came in with the lowest bid and Jan recommended Brox.
Chuck motioned to accept the road agent’s recommendation to have Brox Industries do the paving at a cost of $34.12/ton, and grinding at 67/square foot. Mert seconded the motion. The motion carried.
Chuck opened the following bids:
• Dunbarton Fuel: servicing heating systems at $40/hr., #2 heating oil
at $1.20 & 9/10/gallon.
• Kelly Janitorial Service – no bid
• Huckleberry’s Heating Oil – no bid
• Irving Heating Oil, Concord: servicing heating systems at $60/hr., #2
heating oil at Portsmouth rack + .0868/gal., and unleaded gasoline at Revere
rack + .0859/gal. And Premium gasoline at Portsmouth rack + 0872/gal.
• Draper Fuel Energy, Wilton: low sulfur diesel at Boston Mobil rack,
which is currently $1.275/gal. and .89 octane unleaded at $1.715/gal. currently.
Mert motioned to accept Dunbarton Fuel Service at $1.20 & 9/10 for #2 heating oil and servicing of the heating systems at $40/hr. Chuck seconded the motion. J.R. abstained. The motion carried.
Chuck motioned to accept Draper Fuel for .89 octane at $1.715/gal. and diesel at $1.275 currently. Mert seconded the motion. J.R. abstained. The motion carried.
J.R. opened the following salt bids (delivered):
• Morton Salt at $59.17/ton
• American Rock Salt Co. at $48.84/ton
• Eastern Minerals, Inc. at $45.60/ton
• Eastern Salt Co., Inc. at $46.ton
Jan will review the salt bids.
Mert opened the following plumbing bids
• Dunbarton Fuel Service at $40/hr.
• Rick Kincaid at a range of $9/hr. to $125/hr. (after 5 a.m.)
Chuck motioned to accept the bid of Dunbarton Fuel Service for plumbing at $40/hr.
Mert seconded the motion. J.R. abstained. The motion carried.
No bids were received for tree cutting. The Board decided not to put tree cutting out to bid next year. J.R. instructed Jan to get prices as needed.
J.R. opened the following mowing bids for the School and Town Common:
• Advantage Lawn Care and Landscaping (2 year bid) at $7.400/yr.
• Michael Underwood, Goffstown at $4,000/yr.
• All About Lawn care, Weare at $3,800/yr.
• T & T Lawn Service, Dunbarton at $4,350/yr.
• Don Gravel, Dunbarton at $4,500/yr.
The Board will get references before making a decision.
The following equipment rental bids, including labor and machine rental were
received:
• Crosby: 10 wheeler at $50, cart 225 at $85, John Deere at $118, backhoe
at $85 and bulldozer at $85
• Siteworks Technology (Ken Swayze): excavator at $90, backhoe at $55,
bulldozer at $55 and loader at $85
• Simon Audet: 10 wheeler at $47, excavator at $80, snowplow/sander at
$70, bulldozer at $80 and grater at $80
• J&J Excavating: tri-axle dump truck at $60, excavator at $80, backhoe
at $50, loader at $80, d-8 bulldozer at $175, tractor with broom at $65, screener
at $350/day and snowplow at $60/hr., subject to cost of fuel.
All bids are accepted, with the exception of snowplowing. When the need arises for the above equipment rentals, the lowest bidder will have first opportunity to do the work.
J.R. opened the following electrical bids:
• Ernie’s Electrical Service at $55/man/hr.
• Hammer Electrical at $50/hr.
Mert motioned to accept the bid of Hammer Electrical, Hillsboro, at a rate of $50/hr. Chuck seconded the motion. The motion carried.
The following utility bid was received: George Sansoucy at a cost of $4,500 (fixed fee) for the 2004 and 2006 updates and $13,000 for the 2005 reval,
Chuck motioned to accept the bid of George Sansoucy, at the above rates. J.R. seconded the motion. The motion carried.
The following printing bid was received from Sir Speedy: 900 books (110 pages/book) at a cost of $3.219.44. The cost of 1,000 of double sided, white ballots would be $81.20 and the cost for color would be $89/1,000. Folding is $20/1,000.
Chuck motioned to accept the ballot bids from Sir Speedy at the above cost. Mert seconded the motion. The motion carried.
Mert opened the following bids for computer technical service:
• Nova Electronics Data at a cost of $85/hr., with a per trip fee of $50
• Robert McHenry at a cost of $45/hr.
Chuck motioned to accept the bid of Robert McHenry (who currently does this work for the Town) at a cost of $45/hr. Mert seconded the motion. The motion carried.
The following legal bids were received:
• Bossie, Kelly, Hodes, Buckley & Wilson at a rate of $140/hr., with
a $90/hr. rate for law clerks
• Ransmeier & Spellman at a rate ranging from $75-$135 – depending
on the level of legal services to be performed. A fixed fee of $250/month includes
attending 6 meetings/year, with no travel costs.
Chuck will review the legal bids.
8:30 p.m. Woody Bowne, employee’s tip, commercial haulers
Woody brought in a $20 tip that an employee received. The employee couldn’t
give it back because the giver is unknown. Chuck said the money should be deposited
to the general fund.
Ron Boynton is currently the only commercial hauler in Town. Woody chatted with Ron about his not offering recycling to his customers and he indicated that it was because he didn’t have enough time. With his anticipated increase in business, he would like to be able to dump on Tuesdays from 10-4. The Board instructed Woody to work it out with Ron. Woody would also like to let residents dump on Tuesdays. J.R. said to go ahead. Chuck asked if he has enough help on Tuesdays. Woody said he can get by with the two employees he has working now on Tuesday. Chuck advised him to keep within budget.
Chuck advised Woody to look into a machine for handling plastics to go into the budge for next year.
Mert asked Woody what was his concern last week about too many employees. Woody indicated that his concern was paying salary for five people. J.R. asked if he had asked the employees about doing a Sat. rotation yet. Woody hasn’t asked yet. The employees are still getting acclimated to the job.
Woody reviewed a few concerns including whether to charge money for the compost pile. J.R. would like to get money for it. Chuck feels he should give it away. Jan suggested possibly holding onto it if we might need it later. Jan. will haul away the gravel. Woody also discussed a problem with the septic system which may need to be dug up and redone. Finishing pavement, crushing the gravel and possible removal of the drums were briefly discussed. Chuck advised Woody to prioritize the necessary work.
8:50 p.m. Jon Wiggin, re: contract for truck
Jon brought in the contract for the Board’s signature.
8:55 p.m. Ken Swayze, re: update on gravel pit on Ray Rd.
A general discussion with the building inspector concerning the gravel pit on
Ray Rd. took place.
9:05 p.m. Chuck motioned, which was seconded by Mert, to go into nonpublic session, pursuant to RSA: 91:A, to discuss a welfare matter. All members voted “yea” The motioned carried.
9:18 p.m. Chuck motioned to end nonpublic session. Mert seconded the motion. All members voted “yea”. The motion carried.
9:20 p.m. Mert motioned to adjourn the meeting. Chuck seconded the motion. The motion carried.
