DUNBARTON BOARD OF SELECTMEN

MINUTES OF MEETING

THURSDAY, OCTOBER 28, 2004

TOWN OFFICES – 7:00 P.M.

 

The regular scheduled weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman J. R. Swindlehurst presiding.  It was noted that the meeting was called to order at 7:05 p.m.  The following were present:

                Charles (Chuck) Graybill

                Janice VandeBogart, Town Administrator

 

The Selectmen signed checks.

 

Janice VandeBogart, Town Administrator:

 

1.        Fred Mullen left a copy of a possible procedure for Controlling Parking Areas for Election

       Day. (attached)    It was noted that the Town has the authority to pass a one day parking

       ordinance for  this purpose.

 

       The Selectmen agreed not to pass a one day parking ordinance for this purpose. 

 

2.        Janice VandeBogart presented a Interoffice Memo from the Transfer Station regarding Holiday closings.  (attached)

 

Town Hearse Project:

 

1.        Janice VandeBogart reported that the Town Auditors suggested setting up a Liability Account for funds to be collected and disbursed for restoring the Town Hearse.  Janice will set the account up.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen set up a Town Hearse Restoration Committee to consist of Donna Dunn, Bob Boynton and Nancy Frost with a term ending March 2006.  J. R. Swindlehurst seconded the motion.  The motion passed unanimously.

 

It was suggested that Donna Dunn be the Chairman of the Committee.  Gale Martel will also be working on the restoration project with Donna Dunn. 

 

2.        Request for a Wildlife Baiting Permit

 

Janice VandeBogart noted the Board of Selectmen have received a request for a permit to bait deer with apples.  She has checked with the Department of Fish and Game and the Board of Selectmen are not required to grant the request.

 

After discussion, the following motion was made:

 

MOTION:

 

J. R. Swindlehurst made a motion that the Dunbarton Board of Selectmen deny the permit for the baiting of deer on Town Property.  Mert Mann seconded the motion.  The motion passed by a majority vote as follows:

 

        Mert Mann – Yes

        J. R. Swindlehurst – Yes

        Charles (Chuck) Graybill – Abstained

 

At this point in the meeting, the following motion was made to go into non-public session in accordance with RSA 91-A:3 for the purpose of discussing Welfare Issues.  Margaret Venator, Welfare Director, was present.

 

MOTION:

 

Mert Mann made a motion that the Dunbarton Board of Selectmen go into Non-Public Session in accordance with RSA 91-A:3 for the purpose of discussing Welfare Issues with the Welfare Director, Margaret Venator at 7:30 pm.  The motion was seconded by J. R. Swindlehurst.  The motion passed with a roll call vote as follows: 

 

Mert Mann – Yes

J. R. Swindlehurst – Yes

Charles (Chuck) Graybill – Yes

 

Discussions of Welfare Issues with the Welfare Director, Margaret Venator occurred.

 

There were no decisions or motions made at the Non-Public Session. 

 

MOTION:

 

Charles (Chuck) Graybill made a motion that the Dunbarton Board of Selectmen adjourn the Non-Public Session in accordance with RSA 91-A:3 for the purpose of discussing Welfare Issues with the Welfare Director, Margaret Venator at 7:55 pm.   The motion was seconded by Mert Mann.  The motion passed unanimously with a roll call vote as follows:

 

Mert Mann – Yes

J. R. Swindlehurst – Yes

Charles (Chuck) Graybill – Yes

 

Janice VandeBogart, Town Administrator:

 

1.        Janice presented an agreement between the Town of Dunbarton and the Concord Visiting Nurses which has been in place for the last ten years for the same cost. 

 

The Board of Selectmen signed the agreement to allow for Visiting Nurses services for Town Residents.

 

2.        Upcoming Budgets:

 

The Selectmen requested Janice VandeBogart to contact Department heads for Police, Transfer Station, Highway Department and Fire Department for appointments to come before the Board of Selectmen to discuss informally upcoming budgetary items. 

               

3.        Chuck Graybilll mentioned that he had attended the Kunncanowet Meeting recently and there was discussion that the Town would eventually be responsible for the mowing of the property across the street from the Fogg’s residence.  The Fogg’s have always paid for this in the past.  It has to be mowed after September because of nesting birds, etc. 

 

The Selectmen discussed the possibility of having someone in Town who would be interested in maintaining it and as a concession doing it for free hay.  The easement for the property noted something to the effect that there be no mechanical equipment used, etc.

Mert Mann made a motion that the Dunbarton Board of Selectmen adjourn the meeting at 8:20 p.m.

 

The motion was seconded by Chuck Graybill and passed unanimously.
