Meeting was called to order
at 7:00 pm.
FOR THE RECORD:
The Board noted that a public “question and answer” meeting conducted on
September 28, 2004 at the Community Center was attended by the Board of
Assessors and by Bud Noyes, appraiser.
The meeting was conducted by Monica Gordon, from Vision Appraisals, and
it was sparsely attended by approximately twenty to twenty five people with
numerous questions. The meeting was
adjourned at 8:15 pm.
Minutes of the September 21st
meeting were reviewed. John
Swindlehurst made the motion to accept the minutes as written. The motion was seconded by Bryan Clark and
the vote was in the affirmative. The
minutes were signed by all members.
Current Use release forms
were signed for: John & Sheri
Kanellos, H1-01-16 in the amount of $10,500 and for Barbara Palys, C4-01-03, in
the amount of $1,762.
Intent to cut wood form was
signed for Kevin & Amanda Burgess, H4-02-10.
An abatement was signed for
C4-01-03, GPS Properties. The tax bill
was issued in error because the property was subdivided and the home was sold. A supplemental tax warrant was also signed
for Barbara Palys, C4-01-03 (new owner) and for GPS Properties C4-01-05.
A certification of Yield
Taxes Assessed was signed in the name of Zabadee.
Doris Armstrong from 10
Gorham Drive met with the Board to review documents for application for Elderly
Exemption. Bryan Clark made the motion to accept the application for Elderly
Exemption with an effective date of April 1, 2005. The motion was seconded by Tim Terragani and the vote was in the
affirmative.
Janice VandeBogart spoke to
the Board regarding letters of authorization for the Vision Appraisal
representatives. They would need
letters issued by the town authorizing them to collect data for the revaluation
of the town. The board authorized
Janice as Town Administrator to sign the letters on behalf of the Board of
Assessors. Vision Appraisals will be
providing a form letter for the town to prepare on town letterhead.
The Tax Collector has
notified the board that there is an outstanding interest amount due on lot
number E3-02-50, Carl & Laura Mitchell.
This was due to an error in billing for a current use penalty. Because it was the town’s error the board
voted to abate the interest. The Tax
Collector will be notified.
Guidelines for Data Collection: Vision Appraisals sent copies for the board
to review. This prompted a few
questions.

Hot tubs – are outside hot tubs taxable? Water hook-up and drainage?

Solar Heat - Solar panels are mentioned but is this for
water only? Or heat ?

In ground pools were not
mentioned but the board figured out that it was assumed they are taxable. Will check with Monica Gordon.
It was noted that Monica
Gordon and someone from Vision Appraisals will be in on Monday October 25th
to get started.
Bud Noyes stated that he has
called Rick Martin to set up a meeting with him to review his property on Tenny
Hill Road. (See minutes of August 2004).
He has not received a call back to date.
Bud also stated that he
spoke to Linda Kennedy from Department of Revenue. She told him that the current use values might go up in
2005. Bryan asked about the review on
current use that Bud was working on and Bud stated that he was done but waiting
for the new rates.
Motion to adjourn the
meeting was passed.
