TOWN OF DUNBARTON

BOARD OF SELECTMEN

MINUTES OF MEETING

Sept. 4, 2003

Present:          Chuck Graybill

                        J.R. Swindlehurst, III

                        Steve Kennedy

                        Janice VandeBogart, Town Administrator

7:10 p.m.__Chuck opened the meeting.

Other Business:

A discussion about signage on Everett Rd. took place.  J.R. motioned to install a  "No Through Traffic Sign", two caution arrow signs at either side of the entrance to the class 6 section of Everett Rd. and one going up Tucker Hill Rd.  Steve seconded the motion.  The motion carried.

7:30 p.m.  Laura Curtis and Peter Anderson, re:  volunteering for the Master Plan

Laura came in to get involved on a committee of the Master Plan.  Of particular interest to her were conservation, commercial development and recreational development.  Chuck indicated that he is on the Steering Committee and will get her the minutes.  Peter may also be interested, but travels regularly.  Laura can be reached at 774-2341.  A discussion regarding the lighting at Pages Corner took place.  Laura felt that the lights were acceptable.

Other Business:

Steve motioned to cancel next Thursday's meeting due to it being Sept. 11 and Patriot's Day.  J.R. seconded the motion.  The motion carried.

Janice mentioned that the auditors would like to meet with the Selectmen during the day in October, to discuss the comment letter and fixed asset valuation.  Steve was familiar with this accounting principle and reviewed it.

Janice mentioned that the residents of Gorham Pond Rd. would like the Town to purchase portable speed bumps and would like to attend the next Board meeting.  They will be invited the week after next.

Chuck mentioned that Rick Antonio, of Rangeway Rd.,  has not  installed the inside culvert that he was supposed to.  Chuck said a letter should be sent and will now turn the issue over to the road agent.  George Holt will receive a copy of a request for a wetlands permit.

8:20 p.m.  Ken Swayze, re:  Jay Dr.

Steve indicated that he reviewed the subdivision approval process and that building permits should be issued after the road has a reasonable expectation of completion.  Ken indicated that building permits are complicated and there are numerous exceptions with permits.  Ken stated that the developer posts a bond, then can sell lots and get building permits but no occupancy permits are issued until the road is accepted by the town.  He also stated that it is important that the landowner knows this before they get too far into building their home.  J. R. mentioned making up a form that the owner of the home should sign which states that the occupancy permit will not be issued until the road is accepted so that you won’t have a situation where the new owner is ready to move in and cannot get a CO.

A discussion regarding Tom Gleason's failed septic system took place.  Steve suggested writing him a letter to evict him.    Ken indicated that it needs to go through the court system and that Gleason wants to stay.  J.R. mentioned that there hasn't been any water in front of the trailer.  Steve offered to meet  with Mrs. Meehan and Ken.

Chuck asked Ken about the status of his setting up a meeting with the State for Everett Rd.  Ken indicated that it was the contractor's responsibility to contact the State and put up the signs.

Ken mentioned that the Perry project is dead - it may need special exceptions and that the wording for multi-family dwelling is confusing.

Ken indicated that many residents have been calling Steve Duggan.  Janice feels that no one should  be calling him.  Steve started a list of items to discuss with Steve Duggan on Tuesday at 1:30 p.m.,  including Palace and Jay Drive.

8:45 p.m.  Woody Bowne, re:  contractors

Woody was confirming that a contractor not on the Town's list needs to go out to public bid.  The answer was "yes".  He indicated that the Transfer Station will need to be open longer hours. A discussion regarding various ways to sell the dump truck cover that has not sold, including selling on e-bay and at the State surplus auction took place.

9:00 p.m.  Ron Slocum, re:  appointment cards

Ron indicated that he needs appointment cards for the Steering Committee for the Master Plan.

9:02 p.m., Steve motioned to adjourn the meeting.   J.R. seconded the motion to adjourn.  The motion carried.
