DUNBARTON BOARD OF SELECTMEN
THURSDAY, NOVEMBER 13, 2003
TOWN OFFICES – 7:00 PM
The regular weekly meeting of the Dunbarton Board of Selectmen was held at the above time, date and place with Chairman Charles Graybill presiding. He called the meeting to order at 7:02 p.m. The following were present:

VandeBogart, Town Administrator:
1. Selectmen signed letter authorizing Mason & Riche to do audit for 2003. (Norm Roberge was in agreement with this.)
2.
Requested that the Highway Department laborer be authorized to dig
cremains graves. In the past two weeks,
the Cemetery Trustees have had to do this at least twice.
The Selectmen agreed unanimously that the Highway Department employee be responsible for cremains digging.
3.
Caleb’s Way – Mrs. Marcou has a deed prepared to turn Caleb’s Way over
to the Town. She will bring it to the Town
Office within the next few days. In
addition, Jim Marcou will give the Town a check in the amount of $2,400 for
deposit for road.
4.
Invoice for Snow blower parts in the amount of $82.55 – Snow blower is
used at the school. What account should
parts be taken from?
Selectmen authorized the $82.55 be taken from
Government Buildings – Maintenance Account.
5.
Stillwater – Everett Road
Steve Kennedy stated that he had asked Al Statuto to
paint the swamp maples that are to be cut orange along Everett Road . Asked that the Road Agent cut the trees
which are painted orange. Road Agent
agreed to this and stated that Al Statuto has been a big help.
6.
Bids for paving, gasoline and diesel have to be sent out for bid. Will start process.
7.
Holiday Schedule for Town Offices – Christmas and New Year’s falls on a
Thursday.
The Selectmen agreed that the Town Offices would be closed on the day after Christmas but not closed the day after New Year’s.
8.
Alarm System – Janice VandeBogart stated that she had called the Alarm
Company to get two more panic buttons.
One for Barbara who is alone in the office. The existing system is not large enough to
accommodate any additions. The cost for
upgrading is $570. If the system is
upgraded, the company will move the system free of charge at a later date if
the offices are moved. Will work out the
existing panic buttons for adequate coverage.
Selectmen agreed
the Town should continue with the existing four panic buttons they
presently have, and not add, etc.
Kenneth Swayze, Admin., Planning and Zoning:
Stated the Zoning Board of Adjustment had held a Public Hearing on Monday, November 10, 2003, and they are unable to make a decision on the proposed Chan PRD until such time as the road improvements on Gile Hill Road are determined.
Suggested that there be a Joint Public Hearing of
the Planning Board, Zoning Board, Conservation Commission (because Gile Hill
Road is a Scenic Road), Road Agent and
the Board of Selectmen Tentative date
was scheduled for Thursday, December 11, 2003 at 7:30 p.m. because Selectmen
are already in session.
All residents who live on Gile Hill Road must be
notified along with residents of Bow which abut Chan.
Selectmen agreed that there would be a Joint Public Hearing of all parties to be scheduled for Thursday, December 11, 2003 at the Town Offices.
At this point at 7:25 p.m., the Selectmen recessed to attend a Ethics Committee Meeting.
The
Selectmen returned to their regular session at 8:05 p.m.
1. Asked why Flintlock Farm Road was cut back so far. Stated the trees are cut ten feet back from the road.
Road Agent stated that trees must be cut because
they get full of snow and fall on the road.

MOTION:
Steve
Kennedy made a motion that the Dunbarton Board of Selectmen incorporate the
Rules Regarding the Conduct of Hearings specifically that regarding evidence
and that they become part of our standard procedure. Charles Graybill seconded the motion.

It
was noted that the Rules will be brought forward at another meeting for
discussion.
The
motion passed unanimously.
Caleb’s
Way:
1.
Selectmen asked that the Road Agent install some sort of winter fence
after the first house on Caleb’s Way to prevent ATV’s, snowmobiles and vehicles
from using the road. Road Agent was not
in favor of installing Jersey Barriers because they will harm the road in the
spring, etc.
MOTION:

Kennedy made a motion that the Dunbarton Board of Selectmen adjourn their meeting
as of 8:20 p.m. The motion was seconded by J. R. Swindlehurst. The motion passed unanimously.
