MINUTES OF MEETING

7:00 p.m.,Other Business:
Chuck accepted Les Hammond's letter of resignation from the Board of Selectmen,with regret. Les will resign, effective 3/12/03. Chuck wished Les the best, stating that it was a tough decision. J.R. and Janice expressed similar sentiments. Chuck motioned to accept the letter of resignation, which was seconded by J.R. The motion carried.
J.R. accepted John Thalheimer's letter of resignation as Cemetery Trustee, with regret. Chuck wished him the best, stating the John has provided great service to the Town. Les indicated that he has worked with John for 15 years and that he will miss him. John indicated that he does not wish to be reappointed to the Old Home Day Committee. J.R. motioned to accept the letter of resignation, which was seconded by Les. The motion carried.
7:15 p.m. T.J. Jelley, Cemetery Trustee, re: bids
The following bids were received for maintaining three cemeteries:
1. Green Tomato $6,300
2. A&M 6,984
3. Don Gravel 6,200
4. D&R Waste Mgmt. 5,955 - recommended by T.J.
T.J. indicated that the Trustees would like to mow the front field at the Page's Corner Cemetery for more visibility. Les motioned to accept the bid of D&R Waste Management for $5,955.72, for 2003, with a deduction for Workman's Compensation and contingent upon getting an insurance certificate. J.R. seconded the motion. The motion carried.
7:30 p.m. Other Business:
Chuck mentioned that the DCPC (Dunbarton Center Planning Committee) did an excellent presentation recently. Chuck noted that he appreciated the two years of hard work, including meetings and information gathering, of the two co-chairs, Dan Gogin and Jeff Trexler, and members of the Committee. J.R. and Les expressed similar sentiments.
Budget Reviews
Janice indicated that she had discussed the Police Dept. budget with Jeff Nelson, Police Chief and that she put in all requested (by the Board) changes.
Chuck indicated that he doesn't feel the Town needs another full time employee for the Town Offices. Janice indicated that Debbie and Tommie were grateful for their raises.
7:45 p.m. Bruce Vaal, re: Budget
Bruce apologized for the salary rates he had included in his budget and that it was not Tommie's fault, but his mistake. Bruce indicated that Tommie's competence is not in question and that she may change her hours somewhat to allow more uninterrupted time. Chuck indicated that he is going to keep hourly wages at $18. Chuck also informed Bruce that the Town was not going to reimburse Bruce for his mobile phone costs anymore.
Chuck reviewed last week's requirement that was set for Jon Wiggin to submit in writing to the Board any recommendations concerning fire safety that he is asked to provide.
Budget Reviews
The following line items were changed:
1. Computer improvements increased from $2,250 to $4,000
2. Postage increased from $4,000 to $4,500 (Janice will check on what is included in this line item)
3. Training reduced from $400 to $150
4. Legal costs reduced from $25,000 to $20,000 (Martha Rae will return to the previous firm she used for lien searches since they were less expensive and more accurate)
5. Planning and Zoning postage reduced from $1,000 to $500
6. Plumbing and Electrical - add Town Building maintenance of $1,000 (estimate from J.R.)
7. Add Repairs to Firehouse of $5,000
8. Add Slates for Firehouse of $1,000
9. Cemetery maintenance is $5,956
10. Electricity- Transfer Station is up to $1,800
11. Heating - Police Dept. is $2,700
12. Animal Control - Janice will check with Linda Peters
13. Historical Awareness, increase to $15,000
Janice mentioned that she e-mailed Dan Troy after a discussion on 1/9 with Carl Metzger regarding the Town's website and was waiting for a response.
9:12 p.m., J.R. motioned, which was seconded by Les, to adjourn the meeting. The motion carried.
