TOWN OF DUNBARTON

BOARD OF SELECTMEN

MINUTES OF MEETING

August 29, 2002

Present:          Chuck Graybill, Chair

                        Les Hammond

                        Janice VandeBogart, Town Administrator

7:00 p.m., Town Common Project Committee, Donna Dunn, Judy Petersen and Diana Driscoll

Donna Dunn presented an update of the Committee.  The monetary goal is between $20,000-$55,000, due to the uncertainty of the design/placement of the building and plans for the common area. The account balance is currently $28,444.  Donna asked if the Committee should continue with fundraising.  Chuck replied that they should continue.  A discussion  took place about the feasibility of bringing a preliminary design to the next Town Meeting.  Les supported the idea. Chuck felt it was too premature.  Donna suggested meeting with the Board one month prior to the deadline for filing the Town Report.  A discussion of possible bandstand designs took place.  Donna indicated that the Committe is seeking a design which would provide multi-purpose uses.  The Committee will continue with the gift shop.  Donna indicated that Laurence Williams resigned due to a relocation and suggested the following new members:  Diana Driscoll and Bill Morse.

Les nominated to the Town Common Project Committee, for a term to expire on 6/03, Diana Driscoll and Bill Morse.  Chuck seconded the motion.  The motion carried.

Donna brought up the idea of a re-creation of a Selectmen walk from 1803, possibly at Old Home Day.  Donna asked if the Committe should purchase something, such as a couple of granite benches, so that the residents can see where their donations are going.  The Board wanted to wait until there are final plans.  Donna asked about publicizing upcoming meetings. Janice indicated that the meetings should be posted 24 hours in advance, via the Town's website and in two public places and that the minutes should be left at the Town Offices within 72 hours.

7:45 p.m. Other Business

Les mentioned that Jim Walker is filing an appeal.  Janice will send to Charlie.

Les moved to appoint Tom Hathcoat and Debbie Jore to the Dunbarton Historical Awareness Committee, for a term to end in 3/2003.  Chuck seconded the motion, which carried.

Janice mentioned that she had called the president of BMSI, requesting updates to the computer program, and a better working relationship with Tomi.  She received a call back indicating that they had never received the 50% owed from the Town.  Janice researched and learned that part of the amount due was deducted (representing updates for motor vehicles) because it had not been voted in at Town Meeting.  BMSI will send in updates.

Stillwater sent in information today, which was reviewed by Chuck and Les.

Janice indicated that Jeff Nelson had hired a secretary.  Janice had interviewed the top four candidates and this was her top choice.

8:35 p.m., Chuck motioned, which was seconded by Les, to adjourn the meeting.  The motion carried.
