BOARD OF SELECTMEN
MINUTES OF MEETING
June 13, 2002

7:00 p.m. Other Business:
Janice mentioned that the Town Administrator of Bristol toured Dunbarton's Transfer Station and was impressed with both the station and with Woody, particularly because he was so helpful and cordial.
Janice gave the loan agreement from Citizens Bank for the $150,000 line of credit for the Board to sign. Janice indicated that it was substantially less than the $500,000 the Town had applied for, but that it was decreased because this amount is the maximum the town should ever need. The Selectmen voted in favor of signing the paperwork as written for the $150,000 line of credit. Paperwork to be forwarded to the town attorney then to Bank.
Les indicated that Rick Antonia will stop in to discuss expandable culverts. Mr. Antonia was pleased with Jan VandeBogart.
7:30 p.m. Jeff Nelson, Police Chief
Chief Nelson presented Investigator Scott Wilson with a plaque for his help with the renovations at the Police Station. Chief Nelson indicated that Scott was a credit to the Town, the Police Dept. and to law enforcement in general.
Chief Nelson also presented letters of commendation to Officer LeMarca and Investigator Wilson for their volunteer effort with the 2002 Special Olympics.
Chief Nelson discussed his previous request for classification of the Memorial Day Ceremony as Special Duty. Chief Nelson indicated that he is looking towards the future when he expects to have more full time officers, at which time it could involve overtime pay. He would like a consistent policy now. He explained that this was a detail, meaning it was work generated from outside the Police Dept., for a specific event. He reviewed different circumstances in which officers get paid for detail rates.
Chuck felt that this will be an issue when we add a full time officer. Jeff reiterated that he wants to see consistency now, so he does feel that it is an issue now. He further added that he doesn't expect it to be a huge amount of money, estimated between $500-$600, and that it is a benefit to encourage part timers.
Chuck questioned who makes the call as to when we need extra protection.
Les feels it should be overtime for our officers unless we intend it as a benefit.
Jeff reiterated a detail as an outside agency, person or business, who hires our officers at a special rate. He feels it keeps our officers in our Town. The Board approved the Memorial Day Ceremony as a Special Duty.

7:55 p.m. J.R. moved to enter non-public session, pursuant to RSA 91-A:3, II(b), which was seconded by Les. The motion carried. J.R. motioned to seal the minutes on non-public session for an indefinite period of time. Les seconded the motion. The motion carried. A discussion of a personnel matter by Chief Nelson took place.
8:50 p.m. J.R. motioned to end non-public session, which was seconded by Les. The motion carried.
8:55 p.m. Rick Antonia, re: expandable culvert
Mr. Antonia presented the Board with a proposal on the above culvert, at a cost of approximately $5,000 uninstalled ($10,000 if installed). Chuck mentioned that he appreciated Mr. Antonia's effort and time and the Board will review his proposal.
9:05 p.m. George Holt, Conservation Commission
Mr. Holt came in to ask about having the Planning Board's minutes updated on the website and to request that the Town's master plan be updated. Mr. Holt was informed that he can send the minutes to the webmaster. Les questioned what needs to be changed on the master plan. George will find out and present a proposal to the Board. He will also look into who initiates changes to the Capital Improvement Plan. A discussion on procedures for obtaining exceptions, plans, renewals... re: gravel pits took place.
Mr. Holt asked about the Drobat property. Chuck indicated that the state signed off on it. Mr. Holt was concerned about building on the property that doesn't fit the requirement. Chuck indicated that Mr. Drobat came in for a permit before we enacted a policy. Mr. Holt asked about the Black Brook Rd. culvert. He also asked that the dredge materials on the wetlands be removed, which initiated a heated discussion about the effects of doing this. A compromise was reached in which just the surface will be raked.
9:45 p.m. Other Business:
Janice discussed the following:
Can the following be auctioned off by the Town Common Project Commitee:
1. piano - yes,
2. hearse - yes, if they refurbish it,
3. Constitution - no
Andrea Douglas contacted Janice after the Library was hit by lightning. Chuck said their budget should cover it. We have a deductible of $1,000 on the town’s insurance so they would not cover it.
The Building Dept. wants a letter on the Hayward property from the Selectmen granting a building permit. The minutes will be sent.
