BOARD OF SELECTMEN

MINUTES OF MEETING

 

October 17, 2002

Jan VandeBogart, Road Agent:   The road agent discussed hauling sand for winter sanding and also discussed the driveway application for Bob Perry, Morse Road.

Jan meet with the Town Engineer, Don Mayo, to view the proposed  driveway for the Perry property on Morse Road.  There is great concerned about the site distance.  Jan stated that at this point he would have to deny the permit based on their inspection this week.  He stated that the only solution would be cutting trees on the east side of the driveway (from Twist Hill toward Montalona Road) to improve site distance. 

 

The Selectmen requested that the Road Agent issue a letter to Mr. Perry informing him that the driveway permit would not be issued unless he could make necessary arrangements with the neighbor to cut trees to improve site distance.  In the meantime, any permits would be suspended.

 

Jeff Trexler Engineering:  The Selectmen reviewed a report from Jeff Trexler which outlined necessary improvements to the town office building.  Chuck Graybill summarized the report by saying that a total upgrade of the town office building would cost as much as building a new building.  He went on to bring the board up to date on the Study Committee plans which would include asking the town for $20,000 to pay for a study of the costs of expanding the Town Offices.  One option was to add wings on the existing Town Hall and have the Library in one part of the building and the Town Offices in the other.  Another option was to use the entire town hall as Town Offices and build a separate building for the Library.

 

Appointment to Planning Board:  The board reviewed recommendation by the Planning Board for an appointment of an alternate.  The Planning Board came up which three candidates to choose from:  David Brough, Mark Tarsa and Kevin McCarthy.  They also relayed to the Selectmen that there was no dire need for another alternate at this time but if the Selectmen would like to appoint one of these candidates it would be acceptable with the Planning Board.  The Selectmen opted to table this at this time.

 

Appraisal Services:    On behalf of Chairman of the Board of Assessors, Tim Terragni, Janice VandeBogart relayed to the Selectmen the Assessors recommendation to accept the bid of Compton French for Appraisal Services for an expiration date of December 31, 2003 at an annual cost of $14,000.  The Board of Assessors put the services out to bid with bids due October 11th.  They received two bids.  The second bid was from George Bean at a cost of $48,000 annually.

 

John R. Swindlehurst made the motion to accept the bid for appraisal services from Compton French, (who is presently working for the town) at an annual contract price of $14,000.  The motion was seconded by Les Hammond and all were in favor.

 

Scott Harrington:  The board of Selectmen were informed by the building department that Mr. Harrington has refused to accept a certified letter from the building department.  It was the decision of the Selectmen to ask the Police Chief to hand deliver this letter.

 

Resignation:  Chuck Williamson, member of the Solid Waste and Recycling Committee, was in.  He presented the board with his written resignation.  He stated that he had so much work at home to take care of it made it impossible to continue as a member of the committee at this time.  The Selectmen expressed their regret and extended their sincere appreciate to Chuck for all his help in the past two years.  His willingness to volunteer will not be forgotten.

 

Les Hammond made the motion to accept the resignation of Chuck Williamson to the Solid Waste and Recycling Committee with deepest regret.  J. R. Swindlehurst second the motion, also with regret, all were in favor.

 

Ken Swayze, Co-Chairman Planning Board: Ken meet with the Road Agent and Selectmen regarding the Bob Perry proposed four 4-family units on Morse Road.  Mr. Swayze indicated that according to the site plan review regulations, Mr. Perry would be allowed to have two (2) 4-family units without a site plan review but any more than two he would have to come before the board for site plan review.  Mr. Swayze had some legal questions regarding this and the Selectmen gave him permission to consult with town counsel.

 

Jon Hammond:  Jon had questions regarding an Alaskan Slab foundation for his garage.  There was no clear interruption in the new state codes and it was unclear if they were still permitted.  After much research and phone calls it was determined that under the general building code Alaskan Slabs are permitted.  He also received the ok from building inspector, Harvey Provencher.

 

Motion to adjourn was made by J. R. Swindlehurst and seconded by Les Hammond, all in favor.
