MINUTES OF MEETING

 

January 28, 2002

10:00 PM        Meeting called to order.

 

The Board of Selectmen meet with Fred Weston, Jodi Lineham, Jacque Belanger, Fire Chief Jon Wiggin and Police Chief Jeff Nelson to discuss the proposed Weston subdivisions.

 

Plans of the subdivision were reviewed.  J. R. Swindlehurst stated that the town was looking for some land around the town garage so that there would be enough land to building a salt shed for the town.  He made a few suggestions which included a strip along the old Everett Road and/or some footage of the lot south of the garage property. 

 

Also, J. R. pointed out that the town is aware of the possible contamination of soil from road salt.  He specifically pointed out that if there is contamination it is possible that  it may have come from the State or the Town or both.   The selectmen felt that we should come up with some sort of plan as to how to handle this.  There is a need to get expert help to conduct testing.  Mr. Lineham stated that they had suggested  firm, Stonehill but suggested getting proposals from at least three firms to do preliminary testing.  It was agreed by all that the cost of this preliminary testing would be paid by Fred Weston.  He would in turn get back in touch with the Selectmen and then go on from there.

 

Discussion took place regarding giving the town 50ft to 150ft of land on the south side of the town lot for expansion.  Mr. Weston stated that he could make some lot line adjustments to accommodate the town.  He would like to have the town get back to him with specific footage.

 

Road issue:  After much discussion it was agreed by all that the road as it appears on the plan would be acceptable.  The subdivision road from Mansion Road to where it intersects with Everett Road would be built to town specifications with a turn around at said intersection.  The road would be posted at that point as “not a thru road” or “road closed to unauthorized vehicles” and would only be used for emergency access.  It was agreed that the two roads would be connected ONLY if  it could be enforced to prohibit unauthorized travel.  The subdivider further agreed to pave Everett Road from the point where the subdivision road intersects Everett Road, westerly to the point where Everett Road is already paved.  It was also agreed to place signage at the entrance to the subdivision which states that it is not a thru road.

 

 

The Selectmen agreed that they would send recommendation to the planning board as follows:

 

  1. A Testing survey would be conducted of the area for possible contamination from road salt.  This testing will be paid for by the developer.
  2. The overall design of the plan is acceptable with thru road, upgrades on Everett Road, eliminate the hammer head to be replaced with a platform to accommodate trucks.  Road to be paved up to paved area on Everett Road.
  3. Signage to limit traffic or an ordinance to reduce volume of traffic.
  4. School Bus turn around indicated on subdivision map, .86 acres of common area west side of road.
  5. Giving up some frontage on one lot for the expansion of town garage property.
