MINUTES OF MEETING  

August 17, 2000

7:00 p.m. General Business

J.R. Swindlehurst was not in attendance.  Janice Jelley was also not in attendance.  Rhoda Hendley was present to discuss Town Administrator issues.

The Selectmen signed checks and read correspondence.

7:05 Chief Don Andrews - to discuss Road race

Chief Andrews was in to discuss the Manchester Area YMCA road race that is scheduled for Saturday, September 9, 2000.  The YMCA has discussed the Road Race rules with Fire Chief John Wiggin and Police Chief, Don Andrews.  Chief Andrews has received a letter with a map of the route the race will take.  The race was held last year without any notification from the YMCA.  Dunbarton residents were not aware of the race.  There was an accident on Gorham Pond Road.  A racing contestant was hit by a vehicle coming out of his driveway.  There is currently a lawsuit in litigation.  A Dunbarton Resident is being sued do to the accident last year.  Chief Andrews is looking for direction from the Selectmen regarding the Road race.  Mert Mann stated that the residents need to be informed via the news paper.  Mike Norklum from the YMCA has stated that the racers are instructed to follow the road rules.  Don Andrews stated there will be increased police staff and volunteers.  J. R. Swindlehurst stated he is in full support of the race per Chuck Graybill.

The Board of Selectmen questioned how the SOP’s were coming.  Chief Andrews stated that Ernie Holm and himself are working on them.  They should be ready in the fall.

The Board of Selectmen along with Chief Andrews discussed a Pig Roast being held on Saturday August 19, 2000.  The NH ATV club is holding the Roast.  Rhoda Hendley informed the Selectmen that the ATV Club has requested permission to use the Stark Pit to park vehicles for club members.  The Board of Selectmen along with Jan VandeBogart all stated No.  The Consensus was not to let the NH ATV Club use the lot.

Rhoda discussed granting permission for the Army Corp of Engineers.  Rhoda stated that John Swindlehurst from the Forest Committee will handle with them.  Rhoda gave Chief Andrews the information to contact the ATV Club to find out how many people with attend the NHATV Pig Roast.  Mert Mann discussed with Ken Alton what the outcome had been with his ATV complaint last week.  Ken Alton stated that Tim Locke called the State.  The state handles patrolling ATV traffic.  Tim Locke went to Ken Alton’s to inform him of the on going complaint.

Mert Mann questioned the turn out of the ATV complaint made by Ken Alton last week.  Don Andrews stated that Tim Locke called the State.  Tim stated the state patrols the ATV traffic.  Tim Locke went to Ken Alton’s to inform him.

Rhoda Hendley discussed the State Forester had investigating a timber cutting complaint in a few areas.  The State said that there is no wrong doing.  The Selectmen questioned the cutting that was requested to be done on town property  at Long Pond by Mr. Ackerman.  Rhoda stated that Larry Cook and Margaret are speaking with Mr. Ackerman.  This is conservation land.  Chuck Graybill stated he would like to hear the feed back.

Mert Mann discussed MediaOne.  Mert spoke with Jen Farrell from MediaOne.  Mert stated the doors are not totally closed to the idea of having cable in town.  MediaOne would need to do a “ride out”.  They need to count homes and review the area.  There is no time frame for this.  Mert stated there should be more information available by the end of the year.

7:30 Peter Holden from East Coast Mapping to discuss updating or replacing Tax Maps

Peter Holden was in to discuss with the Selectmen the potential to updating the towns tax maps.  Peter Holden presented the Board with a Summary regarding the costs, references, and what is involved with completing this task.  There is a few options the Board needs to consider.  They could have the maps manually updated.  The company could digitize the existing tax map to allow better map every year as  time goes along.  Peter Holden discussed the Town of Wolfboro and showed the Selectmen a map that was done for them.  The update had houses on each lot.  The areas dimensions were recalculated as well.

The Board of Selectmen discussed the costs for upgrading the maps.  For completing the first two options the amount would be roughly 6,000.00.  It depends on the amount of sheets that need to be done.  Mert Mann questioned the accuracy of the maps.  Mr. Holden discussed that the maps are done on Auto Cad.  The Marlar’s and Digital Disc. will be submitted to the town.  The Town office employees can receive training at a minimal charge to complete updates on the maps on the towns computers.

Peter Holden discussed the “Best Fit Tax Map on existing Plan.”  Peter did not recommend this plan to the town because the town already seams to have adequate maps.  This is for towns that do not have any mapping.  It is to fit things in at a minimal cost.  It is not very accurate. 

Peter discussed the option to create a New Base Map from Ariel Plans.  This process is to obtain an aerial shot.  The aerial shot is done with seamless photos.  Peter Holden displayed some aerial photos for the Board to review.  Peter recommends that the aerial shot along with a researched tax map.  That is obtaining deeds and plans from the registry is extremely accurate.  Peter Holden discussed viewing tree lines, fences, and rock walls from the Arial photos.  Wet lands can also be detected.  The approximate cost for this option is $50,000.00 plus $18,000.00.  The total  approx. cost is determined depending on the amount of sheets and photos taken by the plane.  The turn around to complete this work is approx. six months.

The Board of  Selectmen discussed the process of completing the map.  They also discussed the letters and colors on the maps.  They looked over Bow town map.  The Selectmen also discussed future software and upgrades to the software.  Peter Holden discussed how some towns have the tax maps online for informational purposes.  Mert Mann questioned what the cost would be for a yearly update after the initial investment of upgrading.  Peter Holden stated it would be less than $1,000.00 per year.  Mert Mann stated the Selectmen should have an idea by the end of the year if it will be put out for the town to vote on the budget.

Other discussion

Rhoda Hendley stated that Laurie Hambleton is the new News Editor for the Bow Times.  The Board of Selectmen discussed the Old Bow Times.  Laurie is looking for input on what the town would like put into the paper.  The Board of Selectmen stated they would like the minutes put into the paper.  Laurie would like residents to call her with input.  Her phone number is 1-800-977-4332.  Laurie has put an Envelope at the town office for town people to put any news or information in.  Laurie will pick up the envelope on Monday.

Jan VandeBogart - Road Agent

Jan VandeBogart was in to discuss tree stumps.  Jan questioned if there was a possibility to dump tree stumps.  Chuck Graybill stated to check with the transfer station to see if they could be dumped in the back of the dump.  Jan VandeBogart needs to find out what the transfer station boundaries are.  Jan also discussed dumping crushed pavement.  Rhoda Hendley stated that Lois Hollow from the Garden Club noticed a tree stump near the town office.  She questioned if the garden club could plant a tree.  Chuck Graybill stated the Lions Club is involved with that.  The

Lions Club is to plant a tree in the fall at that location.   It was reiterated that Jan VandeBogart needs to verify the transfer station boundaries to determine if tree stumps could be dumped there. 

8:35 Other discussion

Mert Mann discussed political signs.  Mert stated that a lot of signs are placed illegally.  They are an eye soar.  Putting signs in the town common is not legal.  Mert Mann stated he will take down signs.  “Sign Off NH” and contact the proper campaign people if they want to pick them up.  The signs should only be placed on private property.

8:40 Ken Alton to discuss ATV complaint

Ken Alton was present to question what was being done about an ATV complaint that was made last week.  Ken Alton stated that Tim Locke spoke with him regarding Fish and Game to be at the location.  Ken Alton suggested to use the Police Chief’s four wheel drive vehicle on off hours to follow up on these complaints.  The Selectmen will discuss with Chief Andrews.  Ken Alton questioned if the part time police officers have SOP’s to follow.   Ken Alton stated there is a lag in complaint time.  Mert Mann discussed the SOP’s being updated.  Chuck Graybill stated that Ernie Holm and Chief Andrews are working on them.  They should be updated by fall.  Ken Alton stated there needs to be better communications.  He stated the follow up took a week.

Mert Mann stated that the Board of Selectmen need to schedule a visit to the company that is to make the new town signs.  All three Selectmen should go an look at the colors of the sings.  There needs to be a decision made.  The Selectmen were in consensus.

The bid for the library heating will be in next week.

Chuck Graybill motioned and Mert Mann seconded to adjourn the meeting at 8:51  The motion carried.
