DUNBARTON PLANNING BOARD
WORKSHOP SESSION AND
PLANNING BOARD MASTER PLAN WORK SESSION
WEDNESDAY, NOVEMBER 3, 2004
TOWN OFFICES – 7:00 PM
The regularly scheduled monthly workshop meeting of the Dunbarton Planning Board was held at the above time, date and place with Chairman James Marcou presiding. The following members were present:

The
Chairman verified with the Secretary that the meeting had been posted in
accordance with State Law in three public places throughout the Town and
published in the Concord Monitor for one day.
In addition, the public notice was posted on the Dunbarton Web Page.
Approval
of Minutes of Wednesday, October 6, 2004:
MOTION:
A
motion was made, seconded and passed unanimously to accept the minutes of the
Wednesday, October 6, 2004 Planning Board Workshop Meeting as written.
NEW
BUSINESS:
Countryside
Golf Course Project – Site Plan Review:
Kenneth Swayze reported that the Countryside Golf Course Project is submitting material for the Site Plan Review process with the Dunbarton Planning Board. He made a recommendation that the Planning Board appoint a Technical Review Sub-Committee for this project. The Planning Board reached agreement that this should be done.

One
representative from the Planning Board
George
Holt agreed to serve on the sub-committee for water/well issues
There
would be additional outside consultants as required (paid by applicant). Kenneth Swayze noted that the Planning Board
did not want to take seven months to act on the Site Plan Review process. He also noted that the Golf Course Project
had changed ownership since the Zoning Board approval.
Gorham
Pond Zoning:
Kenneth Swayze reported to the Planning Board that Kerri Deers, NH Central Regional Planning, Alison Vallieres and he had met once with a group of concerned citizens from Gorham Pond regarding zoning issues. NH Central Regional Planning has suggested that a small sub-committee be formed with two representatives from Gorham Pond, Kenneth Swayze and Alison Vallieres, from the Planning Board and one other member at large. To date, no decision has been made regarding the member at large. New Hampshire Central Regional Planning will develop a draft proposed zoning amendment change.
MOTION:
Michael Poirer made a motion that the Dunbarton Planning Board form a Sub-Committee to develop proposed zoning amendments for non-conforming lots within the Town. The motion was seconded and passed unanimously.
NICHOLAS ALEXANDER, TRANSPORTATION PLANNER, CENTRAL NH REGIONAL PLANNING COMMISSION AND MIKE TARDIFF – REGIONAL TRANSPORTATION MODEL DISCUSSION
Nicholas Alexander and
Mike Tardiff presented a map of Dunbarton showing forecast Housing and
Employment Projections for the year 2030.
(attached) The Town was broken
up into three different sections showing estimated growth.
They stated the growth
was based on 20 building permits per year which is about a 2% growth factor.

NATURAL RESOURCES CHAPTER:
At
this point in the meeting, the Chairman noted that Larry Cook, Chairman of the
Dunbarton Conservation Commission was present regarding the Natural Resources
Chapter of the Master Plan.
Larry
Cook explained the Chapter and went through it with the Board. (attached)
Planning Board Discussion:
SUMMARY
Alison
Vallieres stated that there were three sentences within the Summary which
should be removed because of their negativism as follows:
1.
“But what has been done
is not enough.”
2.
“But we can also
destroy them.”
3.
“Ignorance and
indifference will obliterate it. In
large measure, it is our choice.”
She
stated the Master Plan is looking to the future and is supposed to be
positive. These remarks have no place
within the Master Plan. Members of the
Planning Board agreed.
Larry
Cook agreed to take the sentences out of the Summary.
Several
spelling errors were also pointed out which will be corrected.
POTENTIAL THREATS TO WATER
RESOURCES – TABLE VI-12
Kenneth
Swayze asked why Table VI-12 Potential Threats to Water Resources was included
in the Chapter. He stated that most of
the listed sites have been closed. In
addition, there was other areas such as farms, golf courses, town salt shed,
concentrated housing at Gorham Pond,
etc. which generate potential threats to water resources that have been
omitted from the list.
James
Marcou stated that Marcou Construction is listed also and the address shown is
his mother’s home. He felt the list was
unnecessary to the Chapter and should be addressed within the paragraph on
Point Source Pollution. It is not
necessary to have this list within this Chapter.
The
Dunbarton Planning Board agreed.
Larry
Cook agreed to rewrite the paragraph on Point Source Pollution and take out
Table VI-12.
DRAFT INTRODUCTION CHAPTER
The
Planning Board reviewed the Introduction Chapter. There were no suggested changes to this chapter.
APPENDIX CHAPTER
The
Planning Board reviewd the Appendix Chapter.
There were no suggested changes to this chapter.
Brian Nordle, Co-Chairman, Master Plan Committee
Brian
Nordle reported that the next Workshop Meeting of the Dunbarton Planning Board
would be held on December 1, 2004. At
that time, the Historical/Cultural Section
will be completed along with several other chapters.
Brian
Nordle also reported that the time table for a Final Public Hearing would be in
the latter part of January 2005. If it
were not able to be scheduled for the regular Planning Board meeting which
would be the third Wednesday of January, it might be necessary to schedule a
Special Meeting the last week in January.
The Planning Board agreed to cancel the regularly scheduled Workshop Meeting in January 2005 because of holidays, vacations, etc.
OTHER BUSINESS:
Jacques
Belanger, Surveyor, asked if the Board could schedule a Site Walk for the Chan
Proposed Subdivision.
At
this point in the meeting, Mert Mann, Selectman, reported that he had
researched the Selectmen’s minutes and found they had discussed the Chan
proposed subdivision and road issues on August 19, 2004. They had met with Jacques Belanger and the
Chan’s, the Conservation Commission and J. R. Swindlehurst read the
requirements for the upgrade of a Class VI road to a Class V standard which would
apply.
The Planning Board agreed to a
Site Walk which would include all interested parties including the Conservation
Commission, Selectmen, Planning Board,
Road Agent, Police Chief, Fire Chief and members of Bow Planning
Board. It was scheduled for Saturday,
November 13, 2004.
There being no further
business, the meeting adjourned at 8:30 p.m.
