DUNBARTON PLANNING BOARD

WEDNESDAY, SEPTEMBER 3, 2003

TOWN OFFICES – 7:00 P.M.

 

WORKSHOP MEETING

 

 

The regularly scheduled monthly Workshop Meeting of the Dunbarton Planning Board met at the above time, date and place with Chairman James Marcou presiding.  The following members were present:

DISCUSSION OF PHASE I AND PHASE II ROAD CONSTRUCTION – MIKE BROWN, CIMRAY HOMES LOCATED OFF MONTALONA ROAD IN THE LOW DENSITY DISTRICT IN DUNBARTON, NH (FORMER VANDEBOGART SUBDIVISION)

 

                At this point in the meeting, Kenneth Swayze stepped down from the discussion. 

 

                Regarding Phase I, Jim Marcou, Chairman, stated that he had done a site walk of the road along with Don Mayo, Town Engineer, this evening prior to the meeting.  Don Mayo, Town Engineer, letter regarding his comments for the road, etc.  (attached).  It was noted by the Board that several items need to be completed prior to Planning Board approval of Phase II, etc.

 

1.        Deed has not been received by the Town for the road bed.

2.        Plan is not complete for signature. 

3.        Road bounds are not in place. 

4.        Back bounds are not in place

5.        Cannot move forward on Phase II until the final plan is signed.  (Plan cannot be signed until all the paperwork is in)

6.        Selectmen have requested that the road must be paved in Phase I prior to issuing CO’s.

 

The item on the September 17, 2003 Planning Board Agenda as a Lot Line Adjustment is actually a Minor Modification to the Plan because the plan is not final as of this date. 

 

J. Belanger, Surveyor, stated that the Minor Modification involves only twisting a line 30 feet to provide a better building site.  Doesn’t change frontage issue.  Plan has not been recorded. 

 

K. Swayze noted that Modifications are done by the Planning Board all the time.  This does not affect the abutters and it can be acted on at one meeting.  Brown needs Building Permits but cannot get them until after the September 17, 2003 meeting.   Road is supposed to be accepted by the Selectmen prior to giving out CO’s.

 

The Planning Board will act on the whole thing at the September 17, 2003 Planning Board Meeting if an up-to-date mylar of the projects with all necessary changes is presented to the Board. 

 

MOTION:

 

After discussion, James Marcou made a motion that the Dunbarton  Planning Board take no action this evening on the Mike Brown, CIMRAY Project, because of incomplete paperwork which the Planning Board had requested in addition to the Don Mayo comments regarding various road issues.   The Board will defer action for this project until Wednesday, September 17, 2003.  The motion was seconded and passed unanimously.

 

Pages Corner Convenience Store

 

Kenneth Swayze stepped back to the Board.

 

Kenneth Swayze reported that the Pages Corner Convenience Store must be in complete compliance with the original Dunbarton Zoning Board and Planning Board approvals before a CO will be issued. 

 

Michel Belanger Request for a Variance for Two Lots on Old Hopkinton Road

 

The Secretary reported that this request was on the Dunbarton Zoning Board Agenda for Monday, September 8, 2003. 

 

The Board mentioned issues with a land locked parcel of land adjacent to the two lots.  They would like to see this issue cleared up prior to any further development along Old Hopkinton Road. 

 

The Selectmen will send a representative to the Zoning Board Meeting along with members of the Planning Board. 

 

There being no further business, the meeting adjourned at 8:15 p.m.
