TOWN OF DUNBARTON

MIINUTES OF MEETING

 July 19,  2005

Present:          Timothy Terragni, Chairman

                        John Swindlehurst, II

                        Bryan Clark

Janice VandeBogart, Secretary and Town Administrator

The meeting was called to order at 7:00 pm.

The Board discussed the revaluation progress to date.  It was noted that the letters that went out to the taxpayers last week contained incorrect lots numbers.  After a discussion with Vision Appraisals, it was the decision of the Assessors to have Vision Appraisal send a second mailing with correct lot numbers.  The corrected letters were mailed on July 18th, late in the afternoon.

It was noted that the hearings will be starting on July 21 at the Community Center for Vision to review property assessments with those who have made appointments.  It was reported that 46 appointments were made on the first day.

Minutes of the June 21, 2005 and June 27, 2005 meetings were reviewed and accepted as written.

The Board reviewed, approved and signed the following:

a.                  Timber Tax Warrant: Joyce Hammond, I1-02-01.

b.                  Certification of Yield Taxes: Joyce Hammond, I1-02-01.

c.                   Intent to cut Timber:  George Patterson, J3-01-11.

d.                  Release from Current Use:  Milton Shirlock, H4-03-05.  Based on the sale price of $130,000 the penalty was determined to be $13,000.

The Board reviewed and approved an invoice in the amount of $6,602.00 to be paid to Vision Appraisal Technology.

An invoice from Bud Noyes for services provided to the town for the mapping of Land not in current use was reviewed and approved for payment in the amount of $3,851.76.  A motion by John Swindlehurst to approve payment of this invoice was seconded by Tim Terragni and the vote was in the affirmative.

A letter from Bud Noyes regarding the mapping of the Singer Property on Mansion Road for land not in current use was reviewed.  The board will have to get in touch with Mr. Noyes to review this further.

The Board discussed the non taxable properties that need to file for an annual exemption.  This would include the churches and church property and the Historical Society properties.  Applications for exemptions will be mailed to these property owners as soon as possible.

Gravel pits were discussed.  It was noted that Kevin McDevitt’s gravel pit was recently sold.  The board would like the new owner re-apply for gravel permits and submit a new map of the pit area.

To follow up on a discussion regarding the taxation of curtilage  for those properties in Current use, the motion was made by Tim Terragni to assess curtilage on current use properties at $4500 per acre,  being the same rate for excess acres used for those properties without current use.  The motion was seconded by Bryan Clark and the vote was all in favor, motion carried.

There being no further business the Board of Assessors adjourned their meeting at

9:00 pm.
