MINUTES OF MEETING

JULY 20, 2004

Tim Terragni was on vacation and could not attend. 

 

The minutes of the June 20, 2004 meeting were reviewed and accepted. 

 

The board signed a supplemental warrant for the collection of taxes for the Road way of the Keefe subdivision, North Woods, so called. 

 

Current Use releases were signed as follows:

 

·        Stillwater Properties, E3-6-6, $10,000

·        Stillwater Properties, E3-6-19, $10,000

·        Stillwater Properties, E3-6-5, $9,500

·        Fred Dion, E3-2-51, $10,000

·        Stillwater Properties, E3-2-50, $10,000

 

 

The Current Use Penalty for Right Way Builders, lot H3-04-15, was reviewed.  Appraiser Bud Noyes reviewed the applicants map and re-measured the lot per Board of Assessors.  His calculations differed slightly from the applicants in that the applicant had not included the driveway and other disturbed land.  Mr. Noyes recommended to the Board that the value of the land disqualified from Current use would be $150,000 making the penalty on this lot $15,000.  The Board agreed and the release was signed.

 

The Board reviewed the application made for Veteran’s Exemption filed by Andre Olivier.   Mr. Olivier  needs to sign the form and complete items 5-7 before the board will accept.  

 

The Board reviewed the decision of the courts regarding the Gagne, et al v. Town of Dunbarton.  The Court accepted the town’s request for dismissal.

 

The Insurance Certificate from Vision Appraisals was reviewed and will be placed on file.

 

The Board reviewed correspondence with Vision Appraisal representative, Monica Gordon, regarding project start up questions (see attached list).  The board’s decisions are as follows:

1.        Outbuildings:  Minimum pickup size for sheds would be anything  over 64 square feet or 8 x 8.

2.        Metal Sheds:  Only pick up metal sheds over 64 square feet or 8 x 8.

3.        Stoops/Wood decks/porches:  Pick up anything over 32 square feet.

4.        Above Ground Pools:  The Board voted to wait until Chairman Tim Terragni was able to review this as they were undecided at this time.

5.        Greenhouses:  Plastic not to be picked up but will pick up if commercial type made of metal and glass.

6.        Quanset Huts:  Any plastic structures used for covering boats or RVs will be picked up with a basic charge of $500.  Metal & Bolted to ground buildings will be picked up and valued accordingly.

7.        Driveways:  Should be measured and charged according to square feet.

8.        Percentage used for Outbuildings were slightly modified by the Board as follows:

a.      100 %    New (2004/2005)

b.      90%       Excellent

c.       80%       Good

d.      65%       Average

e.      50%       Fair

f.        35%       Poor

 

9.        Fences:  It was the vote of the Board to NOT tax fences.

10.    Kitchens:  The Board would like to have Vision list all the kitchen built-ins and grade the kitchen as a whole.  Not grade individual items in the kitchen.

11.    Zoning Requirements:  Regarding this item, the Board wished to review later after a discussion with Vision Appraisals.

12.    The Board was acceptable to a public Question and Answer Session in the fall. 

 

 

 

Bud Noyes (not present) had asked for guidance regarding the assessments of the properties on Millie’s Way and Blueberry Trail.  There was some question as to how they were valued in the past.  The Board voted to let the revaluation company handle these properties.

 

 

 

 

The Board reviewed all the material complied regarding the appeal made by Edward and Marcia Wagner, H3-04-08.  The hearing for this appeal is scheduled for July 29, 2004 with the Board of Tax and Land Appeals.
