Tim Terragni called the meeting to order.
Minutes of the December 17, 2002 meeting were reviewed and signed.
The Board discussed the wording of the article to be placed on the 2003 warrant. The Town Administrator furnished the Board with a copy of a similar article placed on the 1995 warrant. After some discussion, the Board agreed to place the following article on the warrant: To see if The Town will authorize the establishment of a Capital Reserve Fund (pursuant to RSA 35) for the future re-evaluation of The Town and to raise and appropriate the sum of $ 40,000. Selectmen in conjunction with the Board of Assessors will act as agents to administer the funds. The Selectmen and the Board of Assessors recommend passage of this article. A copy of the article was given to the Town Administrator.
The Board discussed the criteria for the 2005 bid package. They will resume this discussion at the February meeting.
The Board reviewed the re-calculation of the assessment of the Gagne property. The Board recommended the physical depreciation on the structure be dropped from .75 to .65. It had been brought to the attention of the Board that the lot had been assessed at 3 acres, but the warrantee deed indicated 1.18 acres. The landowner will send the Warrantee Deed to Don Dollard (tax map maker). Upon receipt of verification of acreage from Mr. Dollard, an appropriate adjustment will be made to the property assessment.
