Minutes of Meeting

            Tim Terragni called the meeting to order.

 

            Minutes of the January 2003 meeting were reviewed and signed.

 

            Tim Terragni reported that he met with Selectmen to discuss the Article for the 2003 Warrant (see January minutes).  The Article requested $40,000 to establish the Capital Reserve Fund.  The Board of Selectmen increased the amount to $60,000. 

 

            The following were reviewed and signed:

·        Timber Tax Warrant: John Swindlehurst Trust, C4-2-8, C4-2-2, C4-2-16, C4-2-17, C4-2-18, C4-2-19 ($ 5,702)

·        Intent to Excavate Gravel:  Kevin P. McDevitt, H2-2-6

·        Intent to Cut Timber:  Cimray, C6-3-12

·        Intent to Cut Timber:  Rain, A4-1-4

·        Intent to Cut Timber:  E2-1-1.  This is for Flood Control land at Everett Dam/Stark Pond.  The intent was filed by the logger who acts as the agent when it is Federal land.  It is the policy of the Town to collect the tax in advance in such cases.  The Town Administrator (not present) calculated the tax to $3,370 and notified the logger who agreed to forward a check.  The intent will not be released until the money has been received.

·        Refund letter for James and Lillon Walker, I3-3-10.  The Walkers paid $1,000 in advance when their intent to cut was filed in May, 2002.  The tax amount was $852.  A refund of $148 was issued.

 

The Board reviewed correspondence (attached) from Ralph and Debra Fellbaum (H2-4-2) regarding their tax assessment.  Compton French had responded to their inquiry and explained the assessment to the satisfaction of the Fellbaums.  No further action required.

            The Board discussed the Gagne property.  Compton had discussed the acreage with Don Dollard (mapper).  Deed does not specify frontage so Don and Compton computed frontage mathematically.  Acreage should be 1.4 vs. 1.8.  The tax map will be adjusted accordingly.  Board members visited the house initially at Gagne’s request and several times subsequently to determine the accuracy of the assessed value.  The Board noted and discussed improvements and deficiencies of the house.  Without documentation it was difficult to determine exactly which improvements had been done prior to 4/1/02.  Based on their research, they felt the following adjustment for 2002 and appraisal for 2003 would be fair:

 

2003 Appraisal:     $ 122,900  ($49,350 land/lot  +$ 73,550 building)  

 

2002  Adjustment:  $   59,350  ($182,250 assessed value for 2002 less $122,900 assessed value for 2003)

 

Note:  The old assessment is based on 1820 square feet.  The new assessment will reflect additional footage resulting from renovations.

 

It was noted that this is Brian Little’s last meeting.  Chairman Tim Terragni thanked him for his service on the Board.
