DUNBARTON BOARD OF ASSESSORS

MINUTES OF MEETING

OCTOBER 15, 2002

7:05 PM

Present:            Timothy Terragni, Chairman, Bryan Clark, Brian Little

Compton French, Assessor       Linda L. Peters, Recording Secretary

Tim Terragni called the meeting to order.

The following were reviewed and signed:

·        Minutes of September meeting

·        Intent to Cut:  Cimray Homes (C6-3-11, C6-3-10, C6-4-3, C6-4-2)

·        Veterans Exemption, Richard Jones (J2-01-26).  Mr. Jones qualifies based on his service during the Viet Nam Conflict.

The Board reviewed a request from Karen Toledo for an abatement on late fees she was charged.  Karen purchased one of the Zylak lots which had been removed from current use.  The current use penalty was sent to Zylak instead of to Karen and it was overlooked at the closing.  She felt that under the circumstances, the late fee should be abated.  The Board granted the abatement for the full $179.76 late fee charged.

Barry Lussier had an appointment with the Board to discuss the current use penalty assessed on lot B5-02-24 (now in the name of Vallencourt).  He thought the current use penalty would be $3,500 (based on $35,000 value).  He felt the Board was not being consistent with the way penalties were assessed  and requested an abatement of $ 1,000 to be divided between himself and Mr. Vallencourt.  He felt that market value should not be based on sale value. The Board agreed to discuss the matter further and make a decision.  Later in the evening, the attached letter was composed and sent to Barry.

The Board has recently become aware that the building site should not be removed from current use until disqualified.  Based on this new information, there was discussion regarding the Cimray development.  Tim will call and meet on site to see if anything has been done on the lots.

Two bids were received and reviewed for the position of Town Assessor:  One from Compton French, the other from George W. Bean.  Tim Terragni made the motion to accept Compton French’s bid.  Motion was seconded by Bryan Clark.  Brian Little abstained.
