MINUTES OF MEETING

May 15, 2001

Meeting was called to order at 7:00 PM.

 

Nicolaou, George, D3-3-1:  A letter was received from Mr. Nicolaou regarding the assessment on his property (attached).   Mr. French reviewed the assessment with the board.  He stated that he assessed the property and already had given an extra depreciation on the garage.  The garage was allowed 5% physician depreciation and 10% functional depreciation.  The net square foot price for the house is $51.46 and for the garage, $25.58.  Mr. French presented a breakdown for the board to review (attached to minutes). 

 

After much discussion, a motion was made by Brian Little, that based on the review by the board the following items were noted: (1) it was too late for Mr. Nicolaou to appeal this assessment to the town for the year 2001; (2) it was also too late for him to appeal to the State; and (3) the board would stand by their original assessment on this property, recommending no changes be made.  Also he noted a letter would be written to Mr. Nicolaou informing him of the board’s decision.  The motion was seconded by Tim Terragni and all were in favor.

 

Neer, Diane, B4-6-3:  There was a brief discussion regarding the use of a right of way on the Neer property. 

 

Malloy, Mike and Joanne, I3-1-5:  It was brought to the attention of the Board of Assessors by Mr. French that work has been done on this property for the past few years and no permits have been pulled.  Also that he was never able to do an inside inspection of this property.  The board gave Mr. French permission to go to the property to inspect for changes.

Minutes: Board of Assessors

The following items were reviewed and signed:

 

·           Timber tax warrant for: Gonyer, J3-1-15; Dillingham, D3-1-1; Lingley, F3-1-15; Burchell, H4-3-3.

·           Numerous Certification of Timber Cuts

·           Intent to cut timber: Jason Gonyer, J3-1-15.

·           Warrant to collect Excavation Tax: Belanger (Charged doomage because he did not return his report of excavation), I1-3-1.

·           Minutes of the April 17th meeting.

 

 

The following current use penalties were reviewed and signed:  Michael Poirier, I2-2-7 and I2-2-8 at a rate of $4250 each; Leslie Hammond, F3-3-5 at a rate of $500.

 

Current use penalties were reviewed on two other properties:  Timothy  & Lee Ann Jarvis, B4-5-18 and Brilaw, LLC, C6-3-9.  There was much discussion regarding the penalties on these two lots.  Mr. Little felt that the penalties on these lots were too low.  Brilaw at $4000 and Jarvis at $4100.  Mr. Little felt that these two lots should be the same penalty as the two Poirier lots.  Mr. Little made a motion to change Brilaw and Jarvis to a current use penalty of $4250.  The motion was not seconded.

 

It was pointed out by the other board members that Mr. Poirier’s lots were 7 acres each while the other lots were only 5 acres.  Also Mr. Poirier’s lots are located on a state highway and the others are on a Class V town road.  After much discussion, a motion was made by Rhoda Hendley that lot C6-3-9, Brilaw, LLC and lot B4-5-18, Timothy & Lee Ann Jarvis have current use penalties of $4100 for each lot.  (This meant amending the Brilaw penalty from $4000 to $4100 and leaving the Jarvis penalty as printed).    The motion was seconded by Tim Terragni.  Vote was take as follows:  Tim Terragni, aye; Rhoda Hendley, aye; Brian Little, no vote.  The motion carried.    The penalties were signed by Rhoda Hendley and Tim Terragni as corrected.

Abatement of Tax:  Tax Collector, Martha Rae (not present) requested that a tax in the amount of $1.61 for Susanne Farmer Marvin, Lot E2-2-9 be abated.  The board voted in the affirmative.

 

Motion to adjourn was made at 8:40pm and the meeting was closed.
