BOARD OF ASSESSORS MINUTES
OF MEETING January

WAS NOTED THAT THERE WAS NO DECEMBER MEETING OF THE BOARD OF
ASSESSORS DUE TO THE HOLIDAYS. Meeting
was called to order by Chairman, Tim Terragni at 7:15 PM. The
minutes of the November 20, 2000 meeting were reviewed,
accepted and signed. Episcopal
Church: Kimball
Belanger and Denise Mitchell, Treasurer of the Episcopal
Church, were in to discuss the use of the church hall for a
school run by Mrs. Belanger.
It was noted that the town uses the hours of use to
figure the amount of property tax charged to the church per
year. Mrs.
Belanger advised that her hours changed as of January 25,
2000. She is
open from 8:45am to 12 noon, 182 days a year.
She asked the board to consider a reduction in taxes
assessed because of the decreased time used for the school.
Denise
Mitchell advised the board that the church had changed Mrs.
Belangers lease and that they had not charged her for the
time she was not using the facility.
Ms . Mitchell stated that the school was closed in
June, July and August and startied up again in September.
In the spring a new contract would be drawn up.
She also
asked the board to consider giving them an abatement for the
year 2000 based on the reduction in hours.
Ms.
Mitchell told the board that a tax bill for the year 2000
was received in the amount of $2064.58 and the town abated
$1321.33 of this bill.
The church has paid, in full, their tax bill of
$743.25. Formula
for figuring taxes:
number of hours used per week = 5 hrs. ; x number of
days the school is in use = 183 days; plus 20 hours for
other use = a total of
935 hrs per year.
935 hrs divided by the numbers of hours in a year,
8760 = 11%.
The total assessment of the property is $99,450 x
11%= $10,950 (rounded to nearest $50), times the tax rate of
$20.76 = $227.32. Page

Board discussed an abatement based on the discussion with
Mrs. Belanger and Ms. Mitchell.
John Herlihy made the motion to issue an abatement to
the Episcopal Church based on the above formula.
This abatement being in the amount of $515.93 plus
interest. The
motion was seconded by Brian Little; all were in favor. The
Board agreed to come in for a work session on the 2000 ratio
on January 19th at 9:00 am.
Compton French will also attend. The
Next meeting of the Board of Assessor is scheduled for
February 20, 2001. Adjourned: 8:00 pm
