CONSERVATION COMMISSION MEETING

OLD BUSINESS:

 

Kimball Pond Conservation Area

 

Management Plan

 

Police Chief Jeff Nelson and Officer Chris Connelly were in attendance to discuss possible ways to curtail activities such as dumping and partying in the conservation area.  Gating Legache Hill, providing more signage, and establishing a small parking area where Legache intersects Kimball Pond Rd. were ideas supported by those present.

Brett St. Clair suggested that Whipple Road should be given “Class A” trail status.

 

Gravel pit

 

Ron Jarvis reported that Jacques Belanger has not flagged the boundaries as yet.  He recommended that the amount of gravel available be calculated by the commission before extraction begins.  The value of the timber on the esker should be determined by a forester such as Ed White or John Conte.

 

Status of local projects/Wetland Bureau updates

 

King (Black Brook Road) – Zoning Board of Adjustment (ZBA) has now granted a variance for an addition.  George Holt represented the Conservation Commission at the ZBA meeting to speak against the ZBA’s interpretation of the Wetlands Conservation District and recommend denial of the permit.

 

Fraser (Tenney Hill Road) – DES Wetland Bureau has instructed the developer to restore delineated wetland areas that have bee filled.

 

NEW BUSINESS:

 

Operating budget for 2004

 

Members present agreed to submit the following budget to the Selectmen:

 

$100.00 - Fees (Kimball Pond Dam registration)

$200.00 - NH Association of Conservation Commissions dues

$215.00 - Programs, trail maintenance

$ 75.00 – Miscellaneous (publications, photocopying, film, meeting fees, postage, etc.)

Kimball Pond Conservation Area

 

New bridge over wet area on corridor trail

 

Margaret Watkins and Brett St. Clair field checked the site where the local snowmobile club would like to construct a small bridge and suggested that the club be permitted to do so.  Members present then voted to allow the Bow Pioneers Snowmobile Club to construct a bridge on the corridor trail.
