CONSERVATION COMMISSION MEETING

MINUTES: Minutes accepted with understanding that attached will be a table of comments from the public hearing regarding the management of the Kimball Pond Conservation Area

 

OLD BUSINESS:

 

Management of the Kimball Pond Conservation Area

 

Members discussed the public input received at April’s meeting.  A decision was made to post no parking signs across from the house and to select an alternate parking area.  This will be done on June 14th, a day chosen to clean up the area. (See upcoming events below)  In order to solve the dumping problem along Legache Hill Rd. it was suggested that the road be closed to motor vehicles.  Locally passing a trash ordinance which levies substantial fines might also be effective.

 

Gravel pit area on Kimball Pond Road

 

Brett St. Clair met with road agent Jan VandeBogart to point out the two areas where gravel can be extracted.  Brett expressed some concern that the quality of the gravel be determined before the trees are removed and commission members agreed.  Brett stressed the importance of maintaining a buffer along the road, reclaiming the pit, and seeing the tract absorbed into the Kimball Pond Conservation Area (KPCA) where it will remain protected after the gravel is extracted.

 

Blazing of boundaries

 

The commission must see that the easement boundaries are blazed, painted, and the required signs are posted.  Brett will ask Jacques Belanger to oversee this project requirement.     

 

Business and profits tax owed to state (Phase III)

 

Brett reported that he had met once again with our representatives from Ransmeier and Spellman.  No ruling has yet come down.

 

Status of local projects/Wetland Bureau updates

 

Variance requested (former Burack home, Black Brook Rd.) – may be impacted by Wetland Conservation District restrictions

 

Zabadee subdivision (Grapevine Rd.) – G. Holt sent response to DES

 

Keefe subdivision (Rt. 77) – developer does not wish to relocate the road as was suggested, G. Holt volunteered to review the response to DES

 

Belanger subdivision (Stark Lane) – L. Cook will ask for an extension, site walk scheduled (see upcoming events below)

 

NEW BUSINESS:

 

Legislature passes changes effecting application process

 

L. Cook explained that DES will now have only 21 days to ask that a project be halted from the time a minimum impact expedited application is received

 

UPCOMING EVENTS:

 

Belanger subdivision site walk – Tuesday, 6/3/03, 6 PM, meet on Stark Lane near sharp corner

 

Kimball Pond Conservation Area cleanup day – Saturday, 6/14/03, 8 AM, meet at boat launch.  Plan to pick up trash, explore alternative parking site, and possibly post no parking signs
