Discussion of the permitting process with Wetlands Bureau’s Jeff Blecharczyk

Mr. Blecharczyk is the wetlands inspector for Dunbarton and over 60 other towns in southern NH.  He accepted our invitation to attend our meeting and graciously talked at length with the commission.  He explained the new types of permits in use this year, the recent changes that will prompt applicants to consider mitigating wetland losses, and clarified what triggers applications to proceed through the process in different ways.  He discussed the shorter time limitations now in effect and Dunbarton’s rare birds and reptiles which are on NH Natural Heritage list.  Jeff urged the commission to contact him regarding our concerns by phone, fax, e-mail, etc.

OLD BUSINESS:

Kimball Pond clean up

On Saturday May 8th, Larry Cook, Brett St. Clair, Ron Jarvis, Darlene Jarvis, Mel Gendron, Rick Kiah, and Stan Sowle met at the boat ramp.  Members teamed up to remove logs from the spillway, remove a truck full of trash from Legache Hill Road and erect a milfoil sign.  George Holt placed milfoil signs at Purgatory and Long Ponds later that day.

Larry Cook described how many live trees have been cut at a party site on Legache Hill Road.  These trees were cut off leaving stumps 3 to 4 feet high.  He suggested that the Conservation Commission (CC) acquire signs to post immediately in hopes of deterring this kind of desecration.

Site walk at golf course

On May 15th, all CC members and Mel Gendron, Rick Kiah, Stan Sowle and Mark Wamser walked the property off of Rt. 13 with Don Lane of Watch Hill Development.

NEW BUSINESS:

Additional trees to be cut on scenic road

PSNH will be installing new poles in order to provide power to a home under construction on Black Brook Road.  The pole locations will dictate which trees will be cut.  PSNH has asked for the commission’s input.  Larry Cook will get clarification regarding the flagging on trees before a site visit is scheduled.

Commission receives grant money for community service

Stan Sowle presented the CC with a $200.00 check from PSNH for the commission’s work at Kimball Pond.  Members present agreed that it should be deposited in the conservation fund.
